The public is invited to a virtual information meeting regarding the improvements to the geometry of Route 140 in Ellington and Tolland

The Connecticut Department of Transportation (CTDOT) will host a virtual public information meeting regarding Route 140 Geometry Improvements on Tuesday, December 6, 2022 at 7:00 p.m. The meeting will take place on Zoom and registration is required. A question and answer (Q&A) session will immediately follow the presentation. The presentation will be recorded. The virtual public information meeting is organized to give the public and the local community the opportunity to comment or ask questions regarding the proposed project.

The purpose of the project is to improve the substandard pavement geometry along the section of Crystal Lake Road (Highway 140) between Laurel Road and Teaberry Ridge Road. The project is needed to address multiple sharp turns, including consecutive reverse turns, as well as dangerous sight distances on intersecting roads.

Proposed improvements include increasing the radius of curves and realigning this section of Route 140 to improve sight distances. The proposed improvements will realign Pinnacle Road to create a traditional ‘T’ type intersection. In addition, several embankments will be excavated to help improve sightlines.

Modifications to the existing roadside safety and drainage systems will be included in the project to accommodate the proposed changes. The realignment of the roadway will require the relocation of utility poles in the area.

The are impacts to the right-of-way associated with the proposed improvements, including several slope easements, a defined sightline easement, and the full acquisition of property to increase intersection sight distances for vehicles turning on Crystal Lake Road (route 140) from Hopkins Road and Route du Pinacle. Acquisition and easements concern only the property.

Construction is expected to begin in the spring of 2025 depending on the availability of funding, acquisition of rights of way and permit approval. The estimated construction cost for this project is approximately $6.7 million. This project should be undertaken with eighty percent (80%) federal funds and twenty percent (20%) state funds.The project is identified as State Project No. 0047-0122.

Language assistance is provided free of charge to the public and efforts will be made to respond to requests for assistance in a timely manner.

This meeting will also be streamed live on the CTDOT YouTube channel and no registration is required. Non-English language captioning will be available on Zoom and YouTube. The recording will also be posted immediately after the meeting in the CTDOT Virtual Public Meetings listing at portal.ct.gov/ctdotVPIMarchive.
